The requirements for integrated system testing is a relatively new requirement in most Province that has adopted the ULC S-1001 standard.
With any new Code requirement, there are often a lot of questions. One common question that we are often asked is who is qualified to provide an integrated testing plan (CAN/ULC S1001 )
The following requirements are outlined in CAN/ULC S 1001 with the envisionment that the AHJ will determine regulatory the requirements for qualification.
"4.2.1 The integrated testing coordinator shall be knowledgeable and experienced in the design, installation, and operation of fire protection and life safety system(s), and the fire protection and life safety functions of building systems"
"A4.2.1 INTEGRATED TESTING COORDINATOR QUALIFICATIONS" "In the preparation of this Standard, it was envisioned that the federal, provincial, territorial, or other governmental bodies adopting this Standard will require that the integrated testing coordinator have qualifications as appropriate to their jurisdiction. However, these administrative requirements cannot be included in National Standards."
A number of jurisdictions have implemented either formal or informal requirements that the CAN/ULC S 1001 integrated system testing needs to be done by an Engineering Firm with an emphasis that the company also specializes in fire protection engineering. The Province of Alberta has issued a Standata 19-BCI-020, stating the following requirements: An integrated testing coordinator shall be a registered engineering professional knowledgeable and experienced in the design, installation, and operation of fire protection and life safety system(s), and the fire protection and life safety functions of building systems.
